      ANNUAL PRE-K PLANS

As the district built its Pre-K program, each year a plan was submitted to the West Virginia Department of Education and the West Virginia Department of Health and Human Resources to explain how Pre-K services will be offered the following year.  In the spring of 2010, an audit was conducted to determine if the district had met the goal of providing Pre-K to any child in the district whose parents wanted them to attend. Cabell County was deemed a "universal provider" of the West Virginia Pre-K program and no longer needs to submit an annual plan. Below are the plans submitted while the Pre-K program was growing.

.In 2002, the West Virginia Legislature passed a law guaranteeing all children age 4 a quality preschool program by the 2012-2013 school
year.


The law mandates school districts collaborate with existing early childhood programs to provide these services. At least 50% of a district's Pre-K classes must be provided in collaboration with a community program provider.  

   

Representatives from the various early childhood programs work hand in hand with the school district to assure children have access to quality Pre-K programs and that families are provided with programming options that meets their needs.
 


Community providers of the West Virginia Pre-K program must meet the same standards as a Pre-K program housed in a school setting.

During the 2009-2010 school year, community early childhood programs provide 27 of the district's 42 classrooms.
